Rosanna P. Tartaro

A 1992 graduate of the University of Pennsylvania, Ms. Tartaro joined The Finch Group in 1994 after starting her career at Ocwen Financial Corporation, West Palm Beach, Florida, where she assisted in creating the Tax Strategies Department.

Since joining The Finch Group (“TFG”) as Vice President, Ms. Tartaro has increased her responsibility from assisting with the financial structuring and organizing asset management due diligence to taking over full responsibility for all aspects of development, pre-closing, debt and equity structuring and placement, cost certification, permanent financing close outs, rent up and oversight of management, reporting and compliance requirements of affordable, market rate and luxury housing developments.

She has also worked on examining the stability of existing affordable and luxury housing properties as well as developing and executing individual property rehabilitation plans and re-positioning strategies, as necessary. She has assembled financing for over $200M of affordable, mixed rate, and luxury housing developments. Ms. Tartaro has seen the entire process through to ensure that budgets are adhered to and, where applicable, Low Income Housing Tax Credit investor requirements and funding capital contributions are met.

Effective November 1, 2007, Ms. Tartaro was promoted to Chief Operating Officer of the umbrella organization, The Finch Group. In her role as COO, she will manage the organization’s operations by directing and coordinating activities consistent with the goal of growing the company in a controlled and profitable manner. Her responsibilities will include optimizing operations, formalizing company policies, and working directly with the Chairman in creating short and long-term business and financial objectives and plans for The Finch Group.
